What is the refractive versus reflecting power of the cornea?

This is a bit of a tricky question. The cornea has a refractive power of about 40 diopters in air. However, the tear film is also REFLECTIVE convex mirror, with a power of about -200 diopters.

-3.00D myope is completely cyclopleged. Inorder to see an image clearly, at 25cm in front of his eye, what power contact lens place on cornea?
